Fuels treatment is primarily:
1) Selectively removing excess vegetation that could turn a small fire into an intense, unmanageable wildfire

2) Ensuring emergency access to and from a site.  If you are concerned about the vegetation density or fuels level on your property, review this information from the California Department of Forestry and Fire Protection.

Techniques for vegetation management include reducing the volume of shrub and tree species by:
Thinning, followed by piling for wildlife or later burning, or chipping for use as fuel in a biomass power plant
Chemical use of herbicides
Prescribed burning
